Missouri's medical cannabis program was established by Amendment 2 in November 2018 (65.5% voter approval) and is administered by the Division of Cannabis Regulation (DCR). Why Keep a Medical Card?

With recreational cannabis available to anyone 21+, some patients wonder whether maintaining a medical card is worthwhile. For many, the answer is clearly yes:

Missouri uses Marijuana Equivalency Units (MMEs): 1 MME = 3.5g flower = 1g concentrate = 100mg THC edible. Cultivation card required for home growing ($56.27).

Tax Savings Example

For a patient spending $200/month on cannabis, the medical card saves approximately $48/year on the excise tax difference alone (2% on $2,400/year). Including local tax exemptions, the savings can be significantly higher. Over the 3-year card period, the $28 card pays for itself many times over.


How to Get a Medical Card

  1. Get a physician certification. A Missouri-licensed physician must certify that you have a qualifying condition. Many physicians offer telehealth appointments for medical cannabis evaluations.
  2. Apply through the DCR. Submit your application through the DCR patient portal with your physician certification and $28 fee.
  3. Receive your card. Once approved, your patient identification card is valid for 3 years.
  4. Visit a dispensary. Present your medical card at any of Missouri's 224+ dispensaries for medical pricing and limits.

Home Cultivation (Cultivation Card)

Medical patients can apply for a cultivation card ($56.27) that authorizes home growing:

  • 6 flowering plants
  • 6 non-flowering (vegetative) plants
  • 6 clones
  • 18 plants total per household

Growing without a valid cultivation card is a violation. Under 5 plants is a $250 civil fine; 5-20 plants without a card can be a felony. See home cultivation laws for full details.
