Missouri License Framework
Missouri's cannabis licensing system was established by Amendment 3 (2022) and is administered by the Division of Cannabis Regulation (DCR). The framework includes two tiers: comprehensive licenses (the original program from Amendment 2 in 2018, expanded by Amendment 3) and microbusiness licenses (created by Amendment 3 as a social equity pathway).
The key distinction: comprehensive licenses are capped and applications are currently closed, while microbusiness licenses are awarded through a lottery system with ongoing rounds.

Comprehensive Dispensary (216 Licenses)
Comprehensive dispensary licenses authorize retail sales of cannabis to consumers and patients. The 216-license cap is distributed across Missouri's 8 congressional districts (27 per district).

The 192 existing medical dispensaries from Amendment 2 were converted to dual-use (medical + recreational) when Amendment 3 took effect, which is why Missouri achieved its 87-day rollout — the infrastructure was already in place.
Comprehensive Cultivation (65 Licenses)
Cultivation licenses authorize growing cannabis for the Missouri market. All cannabis sold in Missouri must be 100% Missouri-grown.

Microbusiness Licenses (Lottery)
Microbusiness licenses were created by Amendment 3 as a 100% social equity pathway into the cannabis industry. They are smaller in scale and lower in cost than comprehensive licenses.
- Types: Microbusiness Dispensary and Microbusiness Wholesale (combined cultivation + manufacturing)
- Allocation: 48 per year across 3 annual rounds (144 total planned)
- Application fee: $1,593

- Selection: Lottery (not merit-based)
- Social equity: 100% — all licenses reserved for social equity applicants
- Residency: No residency requirement (unlike comprehensive)

Testing Laboratory (~10 Licenses)
Testing laboratories perform mandatory potency and safety testing on all cannabis products before they can be sold in dispensaries.
