Missouri License Framework

Missouri's cannabis licensing system was established by Amendment 3 (2022) and is administered by the Division of Cannabis Regulation (DCR). The framework includes two tiers: comprehensive licenses (the original program from Amendment 2 in 2018, expanded by Amendment 3) and microbusiness licenses (created by Amendment 3 as a social equity pathway).

The key distinction: comprehensive licenses are capped and applications are currently closed, while microbusiness licenses are awarded through a lottery system with ongoing rounds.

Comprehensive applications currently closed. Microbusiness licenses via lottery (100% social equity). Max ownership: 5 dispensary, 3 cultivation, 3 manufacturing. 1-year MO residency required for comprehensive.

Comprehensive Dispensary (216 Licenses)

Comprehensive dispensary licenses authorize retail sales of cannabis to consumers and patients. The 216-license cap is distributed across Missouri's 8 congressional districts (27 per district).

  • Cap: 216 total (27 per congressional district)
  • Application fee: $3,000–$7,879
  • Annual fee: $11,255
  • Status: Applications closed
  • Ownership limit: 5 per entity
  • Residency: 1-year Missouri residency required

The 192 existing medical dispensaries from Amendment 2 were converted to dual-use (medical + recreational) when Amendment 3 took effect, which is why Missouri achieved its 87-day rollout — the infrastructure was already in place.

Comprehensive Cultivation (65 Licenses)

Cultivation licenses authorize growing cannabis for the Missouri market. All cannabis sold in Missouri must be 100% Missouri-grown.

  • Cap: 65 total
  • Application fee: $5,000–$13,506
  • Annual fee: $28,138
  • Status: Applications closed
  • Ownership limit: 3 per entity
  • Residency: 1-year Missouri residency required

Manufacturing / Infused Products (88 Licenses)

Manufacturing licenses authorize the production of edibles, concentrates, topicals, tinctures, and other processed cannabis products.

  • Cap: 88 total
  • Application fee: Varies
  • Annual fee: Varies
  • Status: Applications closed
  • Ownership limit: 3 per entity
  • Residency: 1-year Missouri residency required

Microbusiness Licenses (Lottery)

Microbusiness licenses were created by Amendment 3 as a 100% social equity pathway into the cannabis industry. They are smaller in scale and lower in cost than comprehensive licenses.

  • Types: Microbusiness Dispensary and Microbusiness Wholesale (combined cultivation + manufacturing)
  • Allocation: 48 per year across 3 annual rounds (144 total planned)
  • Application fee: $1,593
  • Annual fee: $1,593
  • Selection: Lottery (not merit-based)
  • Social equity: 100% — all licenses reserved for social equity applicants
  • Residency: No residency requirement (unlike comprehensive)
Microbusiness Challenges

The microbusiness program has faced serious difficulties. Approximately 35 of 105 licenses issued through 2 rounds have been revoked (~1/3). Only about 15 were operational as of late 2025. See our detailed microbusiness page for the full analysis.

Testing Laboratory (~10 Licenses)

Testing laboratories perform mandatory potency and safety testing on all cannabis products before they can be sold in dispensaries.

  • Cap: Approximately 10
  • Requirements: ISO accreditation and DCR approval
  • Role: Potency, pesticides, heavy metals, microbials, residual solvents, mycotoxins

Fee Comparison: Missouri vs. Other States
